Summary: gsl_sf_bessel_J0_e underestimates error for x>4

                Category: Accuracy problem
                Severity: 3 - Normal
        Operating System:
                  Status: None
             Assigned to: None
             Open/Closed: Open
                 Release: 1.16
         Discussion Lock: Any

When gsl_sf_bessel_J0_e is supplied x>4, the errors are underestimated in
result.err. This becomes especially serious when x>8 and even worse for
17<x<30, where the true_error can be more than 4 times larger than result.err.
I suppose for x>30 it's not better.
