[Bug-gsl] bug report of gsl

Hello,

Thank you for providing gsl for free to use. I have met a problem when I
installed gsl-1.13 on cygwin of my windows 7. Following are my steps: 1)
./configure --disable-shared  2) make 3) check. After I did the third step,
there was an error on gsl_histogram_fprintf. The error is showed as
following:
