[Bug-gsl] gsl_matrix_column debug

Dear Madam/Sir,
   When I use  software GSL-1.14, I found the Function: gsl_vector_view 
gsl_matrix_column (gsl_matrix * m, size_t j) can not return a vector view of 
the j-th column of the matrix m. It returns to continue value along the row. It 
must be wrong.
  I wish you can revise it in new version.
