Follow-up Comment #1, bug #26706 (project gsl):

Added reference 

"Computation of Special Functions", Shanjie Zhang and     
    Jianming Jin, John Wiley and Sons, 1996, chapter 12.   

   I simply used the fortran implementation from the attached file. It should
relatively easy to port that implementation to C.
