[Bug-gsl] Minor issue in linalg/svd.c

In version 1.11 in the file linalg/svd.c, there are references to the 
function gsl_coerce_double on lines 536 and 537. 

Since there is a macro named GSL_COERCE_DBL in config.h, shouldn't that 
be used instead?
