/boot needs to be readadble by grub on boot. Failing that your system won't boot and hence such install is not implemented. 
Skip-fs -probe  controls the check of the device that will hold bootsector, not of /boot

# grub2-install --skip-fs-probe /dev/sdb
Installing for i386-pc platform.
