Details:

When using "grub2-mkconfig -o grub.cfg" to get a new grub.cfg configuration
file, the entry for "memtest86+" is written not regarding the disk partition
of the /boot folder.
But this is working for the linux kernel images.

So when /boot is on a separate partition, grub2-mkconfig writes a line
"linux16 /boot/memtest86plus/memtest"
into the grub.cfg
instead of
"linux16 /memtest86plus/memtest"
.

This results in a non bootable memtest86+ as the file is not found at the
first location.
