I have quite contrary results here.
- The repacked ISO works for me on BIOS qemu -hda and -cdrom,
  and on OVMF qemu -cdrom.
- It does not work properly on OVMF qemu -hda. A "grub rescue"
  prompt comes up.
  Setting bootable flag in MBR partition 1 to 0 does not help.

I installed Debian package "ovmf" and tested my repacked ISO with
  qemu ... -bios /usr/share/ovmf/OVMF.fd -hda minimal-grub2-repacked.iso

It boots to

  Boot Failed. EFI DVD/CDROM
  Boot Failed. EFI Floppy
  Boot Failed. EFI Floppy 1
  error: disk `' not found.
  Entering rescue mode...
  grub rescue> _

With -cdrom it looks like a normal GRUB2 prompt.
Also with -hda and the modified minimal-hybrid.iso of Alexander.

Something i made wrong when repacking.
Did EFI find the 0xef partition with GRUB2, but GRUB2 could
not find the ISO ? 

Any debugging proposals ?
