Details:

I propose to implement 2 new command line parameters for grub-mkconfig:

--boot-directory=/mnt/crossdev/boot
  for searching kernels there

--target-device=/deb/sdb
  for restricting list of partitions from os-prober only to this device

and one new environment variable:
GRUB_OS_PROBER_DEVICE_SKIP_LIST
which should work in the same way as 
GRUB_OS_PROBER_SKIP_LIST
does.

This new environment variable will be userful if one wants to omit the
temporary rescue media with all it's partitions.

The parameters also should be documented at
https://www.gnu.org/software/grub/manual/html_node/Invoking-grub_002dmkconfig.html

And /etc/default/grub should be appended with #GRUB_OS_PROBER_DEVICE_SKIP_LIST
