Details:

I think it would be sane to include a configuration variable like
GRUB_DISABLE_SUBMENUS in the configuration scripts, which would produce a flat
boot list instead of the current tree-like structure when enabled.

Performing a quick search on the Internet you will find several attempts to
disable the use of submenus, which, as of now, can only be remedied by
manually modifying the related /etc/grub.d/ scripts.
