We do this for consistency with the other implementations (Linux, *BSD,
the Hurd...).

Other than that, it's just bikesheding.  Since changing those breaks backward
compatibility, chances are we wouldn't do it untill GRUB 3, even if we
wanted to.

They shouldn't rely on GRUB's internal device representation in first
place.  E.g. people writing grub.d snippets should be using
prepare_grub_to_access_device() instead.
