I would like to have GRUb install to accomodate various WIN and LINUX
installs on my harddrive. I have a 500mb primary partition set aside for
this but no clue how to make it happen.

What version of grub does fedora supply?  'Refused' is too vague -- can
you be more specific about what happens and exactly what you did?
