I think this is not a grub's problem but a bios one. For what you want to do you need that bios lets you establish hd0 (1st hard disk) as the IDE hard disk and hd1 (2nd hard disk) as the SCSI hard disk.

If the bios cannot do it... Grub won't see them. Grub will only see a hard disk at a time.
