I didn't test the fallback stuff, only setting specific savedefaults, that was 
enough for me for now. (I'm network booting and installing a new OS on a 
remote machine and I wanted to be sure that the machine boots in the working 
install if the bootup from the network fails and I have to reset it. That all 
worked just fine.)
"savedefault num" is obviously not supported before 0.97, so the grub 
delivered with most distributions won't do. You have to install 0.97, then do 
a grub-install. This will also create the first default file. This is a good 
indicator: if there is no default file your grub version won't support what's 
in the current documentation.
There's another caveat: some distributions install grub to /usr/sbin, f.i. 
Suse. Even after uninstalling the rpm it was looking in /usr/sbin for the grub 
binary. Since I wasn't sure if just symlinking would do I reconfigured with 
"exec-prefix=/usr" and installed again. That worked fine.
