Nothing needs to be fixed. That behavior has been the same since the
very beginning of GRUB.

That's good, because you can chainload another boot loader in a
flexible way. For example, suppose that you have saved a boot loader
in a file and put the file on a floppy (e.g. "dd if=/dev/hdb
of=/mnt/floppy/hdb.mbr bs=512 count=1"). Then, you can chainload it,
even if the MBR is broken, by "chainloader (fd0)/hdb.mbr" and setting
the root drive appropriately (i.e. "root (hd1)").
