I don't think changing the order would fix that kind of problem
fundamentally, as long as checks for filesystems are not very
strict.

The real problem is that the FAT filesystem check in GRUB is
insufficient. In fact, PUPA doesn't misunderstand such a floppy,
because this examines if the first FAT has a valid media type.

Maybe it would be better to port the check to GRUB.
