How about using a temporary overrides file that has precedence over
/boot/grub/menu.lst? That could be /var/tmp/grub.overrides for
example.

So menu.lst could be processed first and then commands like "default",
"timeout" or even "title" sets could be overriden by grub.overrides. this
has the flexibility that you can toggle the overrides file from other
OSes, too.

and a "grub -R" like option that generates an overrides file can be
implemented later.
