Bootable Grub Utility CD

Hi everyone, this is my first post to the list so I hope I'm doing it right : )
 
I've had this idea for a bootable CD, one of those small 40MB rectangular ones, but that's not important. It'll be a utility CD, that I can use to set up new systems - partition, format, etc.
 
What I want to do is make the CD bootable using HD Emulation, and have grub in the boot sector of the emulated hard disk, so that the CD will boot a Grub console.
 
Then, in the data area of the emulated hard disk, I want to have a couple of floppy disk images - for example, a DOS boot disk, BootIT [a standalone partitioner], etc etc.
 
I want to set up grub such that I put the CD in, the HD Emulation kicks in, Grub loads and from there I can either boot any OS on that particluar computer using the Grub command line, or in turn, boot any of the bootable floppy disk images in the emulated HD area of the CD.
 
I'm confident that all of this is possible, and that I can get it working -- except for the part where Grub is supposed to load the floppy images.
 
Is there a way to do this?
 
I don't know much at all about programming etc, but I'd be willing to do what I could to make this possible. I think it would be an extremely useful tool.
