The boot loader GRUB is not for one platform !
It is for the platform called "BIOS" and is OS independent.
So GRUB can be installed to DOS or windows partitions
(not FAT32, AFAIK) and can boot several OSes.

So your request is already fullfilled.

But: You cannot use Windows to build (compile) and basically
configure (network, etc...) the GRUB under Windows.

So I think, it would be a good idea, to deliver also a already
build (binary) distribution of GRUB after the first GRUB Release !
Or it can be used a tool like ROM-O-MATIC for "ertherboot" to 
build a GRUB via WEB interface with the prefered configuration,
and download the in backgorund built binary.

I don't think, Windows is really a good platfrom to build such
packeges or projects ....
