[bug #65049] [troff] does the end of input cause a break?

One would expect a blank second page if end of input implied a _line feed_. 
But a _break_ merely says the current output line is finished; it can (such as
if there is more input) but needn't (such as if multiple breaks occur in a
row) advance the line.
