Follow-up Comment #1:

I'm rejecting this because I think a better fix would be to reorganize the
table with internal headings like the version of it in groff_ms(7).  This
will, I hope, also make it possible to fit the table into an 80-colummn
terminal window.

Bugs in tbl(1) make that even harder than it should be.
