Ah, so U+2024 and U+2025 (the one- and two-dot leader characters) aren't
intended for modern use; they exist only for compatibility with Xerox
Character Code Standard 1980.

I reckon I don't see any harm in leaving their fallback definitions in
tmac/fallbacks.tmac, but I sure wouldn't sweat the details of how they render.
