Follow-up Comment #1:
There's no particular reason to expect an in-tree *.man file to be a
renderable man(7) document; they all undergo transformation to produce (what
should be) valid, renderable pages ending in .[157].
Similarly, groff_man.7.man.in is an m4 document and not even close to a valid
man(7) document. (It undergoes two stages of transformation.)
