[troff]: Map \[ti] correctly in \X escapes.
[troff]: Map \[ti] correctly in device control escape sequences.
* src/roff/troff/input.cpp (encode_char): Fix copy-and-paste error.
\[ti] should put '~', not '^', into a device control command.
