This .P should be commented out rather than removed (and probably placed after
the "NOTE:" for clarity), since it was a legitimate paragraph macro for the
following text that was commented out in commit acdb173b
<http://git.savannah.gnu.org/cgit/groff.git/commit/?id=acdb173b>. 
(Alternatively, the entire commented-out chunk could be removed if the
likelihood of that text ever being needed again seems low enough.)

The line affected by this part of the patch was removed in commit ff881784
<http://git.savannah.gnu.org/cgit/groff.git/commit/?id=ff881784>.

>   Change '-' to '\-' in a name of an option.

Fixed in commit f3d41a97
<http://git.savannah.gnu.org/cgit/groff.git/commit/?id=f3d41a97>.

So the only thing still relevant in this patch is dealing with the stray .P
(and even that is pretty low priority, as you note it has no effect).
