Details:

A sequel to bug #55060; see that bug's comments (especially #6) for full
details.

The -Me Reference Manual should not explain .ll and .xl in terms of
"environments," as that requires the user to understand how the macro package
uses environments internally.  It should instead explain these macros in terms
of their visible effect on the output.
