Details:

Our contrived creation of these files as zero-length as part of the "install"
Make target means that they don't exist in build directories, which leads to
diagnostics when testing mm thence.


troff: .../../contrib/mm/m.tmac:365: warning: can't open macro file
'mm/locale': No such file or directory


It would be nice not only to resolve this problem, but to have real files we
distribute, perhaps with comments advising mm users of what sorts of things
they might put there.

I'm open to suggestions for content.
