http://github.com/n-t-roff/heirloom-doctools does direct users there for
discussion, but I'm not sure how much developer representation there is on the
list. I'm also not aware of any better forum, though.

Absolutely. But when letters are running short, and none of the handful
remaining seems to fit the new use you have in mind, you might have to be less
stringent than you'd like.
