Hi Helge,
The rationale for this change is documented in the release's NEWS
<http://git.savannah.gnu.org/cgit/groff.git/tree/NEWS> file; see the item
beginning "The an (man) and doc (mdoc) macro packages support new CS and CT
registers..." In short, you can preserve historical all-caps section headings
by passing "-r CS=1" to groff.
