I concur with Dave.
Ordinarily I'm a little more towards Bjarni's end of the spectrum when it
comes to Borglike assimilation of diagnostic messages to a common standard
down to the last jot and tittle, but mom has an important distinction from the
rest of the groff code base.
It's _maintained by its author_.
If Peter's diagnostic style is adequate for his user base then I am much less
inclined to meddle with it. Reading through the exhibits Bjarni supplies, I
see little to alarm me. The messages tell the user what is wrong, frequently
suggest a remedy, and are explicit about the formatter aborting when that
occurs.
When I stick my meddling fingers in other macro packages' diagnostic messages
it's often because I'm fixing some other bug that's been reported, and a
diagnostic that I have difficulty understanding is thrust in my face. I then
curl my lip and grab my broom.
This is not the case with mom. Peter is responsive to problem reports.
