Thanks, Werner!

SOURCE_DATE_EPOCH + FORCE_SOURCE_DATE fixed the groff.dvi point but not the
logs generated by pdfTeX.

I've got the diff down to points A, C, and D.  These are pretty easy to
eyeball.
