Well, it is a simple page so translated it [attached]. For what it's worth, of the ~1200 packages that I work with only four are installing non-english pages in man root. Two I have fixed upstream, one is pending, and this one from groff. So a lot of projects are following the FHS hierarchy for man pages. I believe you that not all systems do, but anecdotally I think the majority do. Thank you again, for the informative reply and resource links.
