Details:
A few years ago on the groff email list, there was widespread support for a
new groff request to underline, strike through, and perhaps do other variants
of these (e.g., double underlines).

Werner suggested
(http://lists.gnu.org/archive/html/groff/2014-09/msg00109.html) that this
feature request be added to the bug tracker, but as far as I can tell it never
has been, so here it is.
