Regarding Werner's comment #6:

Whatever you do, please refrain from adding yet another display macro to the
groff_man(7) language.  It is very clear that .NH/.HY is not different enough
from .EX/.EE to warrant even more user interface proliferation.  While man(7)
has many fundamental gaps in functionality, it already provides an excessive
number of possibilities to enclose displays: .nf/.fi, .in, .RS/.RE, .EX/.EE,
.DS/.DE, .SY/.YS, ...

It would be better to delete .DS/.DE than to add yet more on top of this
pile.

Manual page writers should not need to worry about hyphenation mode.  It's a
tiny technicality that is merely a distraction from the process of writing
manuals.  Clean manual pages should never contain explicit hyphenation
instructions (yes, i know the groff manuals themselves are prone to playing
with all unimportant knobs that could be found over the decades).
