Hi,
The Groff Web page at https://www.gnu.org/software/groff/ says that
the MS-Windows port of Groff available from
http://sourceforge.net/projects/ezwinports/files/ is of version 1.21.
But in fact, the port there is of Groff version 1.22.3, the latest.
