RE: groff 1.20 on Interix (all_source)

The autoconf tests are run without the #define of _ALL_SOURCE so they get a different view of if things are declared or not. This is a common problem with autoconf.
 
If you can foist the _ALL_SOURCE into the autoconf runs of the compiler, then maybe more success.
