Bug in HM and FM ms macros

I'm using GNU groff version 1.19.2, but I've observed this problem with
previous versions going back several years.  Using the ms macro package,
the HM (header margin) and FM (footer margin) variables don't appear to
have any effect.  The default margin at top and bottom is apparently 1
inch, and setting either of them to less than that doesn't increase the
vertical page space available.  I used to use this under proprietary
versions of troff (e.g. SunOS and Solaris) to squeeze a bit more into my
resume; unfortunately, I've been unable to make use of it under
GNU/Linux.

If you could Cc: me on any discussion of this when you are able to look
into it, I would greatly appreciate it.
