grohtml not built

I can add to the report below that grohtml was not built and therefore
not installed?  Howver pre-grohtml and post-grohtml were built:

-rwxr-xr-x   1 ingber   staff     272752 Dec 10 13:16 pre-grohtml*

Hi.  I just took out some time to compile the latest version 1.18 on
my Sun/Ultra10/Solaris8/gcc-2.95.3.

An old problem seems to have reemerged?:

13:04:29 @sensei:~% groff -wall -R -s -e -t -mgs -Thtml file.ms
pre-grohtml:gtroff:0: can't open `gtroff': No such file or directory
