Coffee number two.

Digging through the Changelog and looking at things like
http://debbugs.gnu.org/cgi/bugreport.cgi?bug=16911#24 I see the problems run deeper. This rabbit hole just goes on and on.

I am happy with the change of '__restrict' to the standard 'restrict'
which seems to be a no problem but the use of a special new regcomp
function just doesn't seem to make sense when the libC already provides
that.
