Developers/authors need to recognize the distinction between documents
("web pages") and software.  When they decide to blur them, they need to
make sure those pages work without JavaScript (and preferably CSS as
well); this is generally referred to as "Responsive Design".  Though, as
the name suggests, people focus on performance issues, not the issues
we're describing.

I do not expect the Web as a runtime for software to go away---I only
expect it to continue increasing aggressively.
