I've realized that is possible to cross-compile Firefox-based browsers.

https://developer.mozilla.org/en-US/docs/Mozilla/Developer_guide/Build_Instructions/Cross_Compile_Mozilla_for_Mingw32

Anyway, the latest version of GNU IceCat for Windows (38.8.0) was generated via cross-compile method. Thanks by make your Windows version of GNU IceCat.

I heard that compiling Firefox is a lot more complicated than the standard ./configure, make, make install, ldconfig (or the use of cmake). Is that true?

A little bit but most of the hard work has been done for us. I set up a standard firefox build environment, added a tiny .mozconfig file, then built a win64 installer package that's available here: https://github.com/gdriggs/icecat-win64
