SpyBlock is a Adblock Plus fork customized for, and inbuilt, in IceCat by my judgement of reading https://lists.gnu.org/archive/html/bug-gnuzilla/2014-10/msg00013.html
Read the AdBlock Plus https://en.wikipedia.org/wiki/Adblock_Plus#Controversy_over_ad_filtering_and_ad_whitelisting to understand that SpyBlock need to be developed as a separate addon so those who use other web browsers than IceCat can use it.
