check for options confict as stated at the bottom of this page

If not, take a look in about:config for the browser.sessionstore.*
flags (i guess the relevant ones are browser.sessionstore.restore_on_demand
and browser.sessionstore.resume_from_crash (both set to true) and
browser.sessionstore.resume_session_once (in my configuration this is set to
false); there's also a
services.sync.prefs.sync.browser.sessionstore.restore_on_demand i got set to
true but i'm unsure if it's related to your problem.
