"All rights reserved" in the copyright notice doesn't necessarily mean that it's non-free, because it seems that plenty of people still use that phrase by default even though it has pretty much lost its meaning. Of course, if there's no other license notice included in or added to the source (I haven't looked at it) then we can't assume it's free. But you could ask the author if he meant to publish it as free software, because AMO indicates s/he might have.
