Certainly.

I doubt if it is feasible.  Those m4 files are not only used by gettext
itself, but also installed into the consumer packages which use
autopoint.

Similarly, the Files section of modules/gettext could be arranged, by
moving some of them to Depends-on, or at least adding a comment there.
