It doesn't require Automake at the top level, only for
some subtree. Emacs, for example, uses gnulib, but it
does not use Automake at the top level. (This doesn't
affect the original point, as Emacs makefiles are named
'Makefile'; I just wanted to mention that the Automake
assumption doesn't hold everywhere.)
