But to some extent, we _still_ want INSTALL.UTF-8 output, with the nicer
balanced ‘\1’ quoting.  That is, we need a way for makeinfo to output
UTF-8 quoting from the get-go, rather than outputting plain ASCII text,
since if makeinfo is swapped over to outputting '' instead of `' in
ASCII text, then we've broken our conversion from INSTALL to INSTALL.UTF-8.
