Thanks! I had applied the patch using
$ git am -3 < 0001-localcharset-Use-an-absolute-path-in-TESTS_ENVIRONME.patch
without thinking about charsets.

KMail does not have this option; the "Save As..." dialog saves the attachment
verbatim, like a binary file.
The "Content-Type: text/x-patch; charset=iso-8859-1" line is only used for
displaying the attachment inline.
