Thanks for the confirmation. I've raised the question on the bug-make list [1],
together with a pointer to your suggestion.

When, changes to po/Makefile.in.in ought to be added to gettext (upstream),
and I'm wondering whether we need to care about "make -q", or whether
"make -q" is a hopeless case anyway.
