If it is incompatible to use "--no-libtool" and to use "iconv.m4", then
it is definitely a gnulib bug to allow that without reporting an error.

That notwithstanding, I do not remember if there was a reason at all
for using "--no-libtool".  My thinking may have been that "this is all
working now and all I need to do is pull in the various m4 macros
that were carried around in sharutils source and are now obsolete",
consequently try to not perturb too much.  Dunno.  I got no complaints
from the last release, proving either that it works for the most part
or nobody really cares.  :-D
